Elite ~ PL: 8,000-17,000
1st Class ~ PL: 5,000-8,000
2nd Class ~ PL: 2,000-5,000
3rd Class ~ PL: 500-2,000
Grunt ~ PL: 500 and below

These are base powerlevels and do not include transformations.

It's a pyramid, there are many more grunts than there are third class, many more third class than there are second class, and so on. It's an extremely rare find to have someone at an elite level or above. But those who have base power levels over 40 thousand are on Frieza's special forces (the Ginyu Force). These guys are rarely in use and their job description barely strays from maintaining their energy. There are few instances such force is required.

Power levels determine ranking. As for special positions, they include things like: assassins, spies, scouts, etc. Their power levels don't particularly matter.
